What Does an NDIS Provider Do? A Guide to Choosing the Right Support Provider

An NDIS provider is an individual or organisation that gets paid via the NDIS scheme to provide support to persons with disabilities. It includes therapy, personal support, assistance in the home, transport, community access, behaviour support, and supported accommodation.
It may sound easy on paper. However, in reality, the field is very crowded, the regulations are different based on how you manage your money, and there is a big difference in quality from one provider to another.
Bluecrest Care works in that market daily, and this guide covers what providers are legally required to do and the questions worth asking before you sign anything.

What an NDIS Provider Does Day to Day

The formal duties sit alongside the practical ones. During a regular week, the provider can offer therapy sessions, supervise the workers, arrange transport, make documentation for progress, and inform the NDIS Commission about any major incident.

According to the national pricing arrangements, the provider should be operating within a set price range, inform about the cost prior to delivering support, maintain records, and issue an invoice after completing the service.

Some supports are regulated more heavily than others, which changes who is allowed to deliver them:

Registered and Unregistered Providers Are Not Interchangeable

Registration is not a gold star every

           NDIS provider

holds. It is a legal requirement for specific categories of support, and a large share of the market sits outside it.
The Australian National Audit Office counted 16,363 active registered providers in the fourth quarter of 2024-25, against 254,018 active unregistered providers, and unregistered providers received 42 per cent of plan-managed payments.

That is not automatically a problem. Unregistered providers can legally support NDIS participants who self-manage or plan-manage their funding, and plenty do it well. They simply cannot deliver the categories that require registration.
Registration generally lasts three years and involves an independent audit against the NDIS Practice Standards, plus suitability checks on the provider and its key personnel. You can check whether a provider holds one on the

How to Choose the Right NDIS Support Provider

There is no single best provider on the list. What matters is whether their registration, workforce, location and specialisation line up with your plan, your goals and the way your funding is managed.

Comparing disability support services comes down to four practical questions. Each one leaves a paper trail you can check yourself, which is far more useful than a brochure or a sales call.

Start With How Your Funding is Managed

If you are NDIA-managed, you can only use registered providers. If you self-manage or plan-manage, unregistered providers are open to you, which widens choice but shifts more vetting work onto you.

Check Registration and Any Conditions Attached

Search the register and read any conditions listed on the registration certificate. A condition is not always a red flag, but it is information you are entitled to see before committing.

Ask About the Workers, Not Just the Brand

Ask who will actually turn up, how staff is screened, what training they receive, and how turnover is handled. Continuity matters, because a rotating cast of unfamiliar workers makes it harder to build trust.

Read the Complaints and Compliance Record

The Commission publishes its compliance and enforcement activity, and complaints to it rose from 1,422 in 2018-19 to 29,054 in 2023-24. A transparent history is easier to trust than a polished marketing page.

Our behavioural support system employs a holistic approach through which we get to know the individual in totality in terms of his/her behavioural traits and those that affect him/her physically, emotionally, socially and environmentally, and subsequently alter the entire system's approach rather than the individual alone.

Behaviour is essentially communication, and repetitive behaviour indicates that reinforcement has taken place. It's on this basis that we operate, as we first establish why a particular behaviour occurred and subsequently develop replacement behaviours that address the same need.

Occupational therapy is a regulated health profession that helps people of all ages do the everyday activities that matter to them, from showering and cooking to studying, working and seeing friends. Therapists assess your goals, abilities and environment, then build practical strategies around them.
That definition matters at scale. The ABS found 5.5 million Australians, or 21.4 per cent, were living with disability in 2022, up from 4.4 million and 17.7 per cent in 2018.
The NDIA's March 2025 quarterly report put scheme participants at 717,001, up 24,178 or 3.5 per cent on the previous quarter. Each of those plans has to decide which supports are worth funding.
At Bluecrest Care, those decisions play out daily. Here is where therapy fits.

Ready To Put A Therapy Plan In Place?

How Occupational Therapists Fit Inside An NDIS Plan

Most occupational therapy under the scheme is funded through capacity building, specifically the Improved Daily Living category. The NDIS describes this budget as supporting living skills, independence and community involvement.

Why Therapy Funding Is Under The Microscope

The 2023 NDIS Review handed down 26 recommendations and 139 supporting actions, aimed at restoring trust in the scheme. Therapy budgets sat in the spotlight, and the push for evidence-based spending has only sharpened since.

           Assessments, Reports And Assistive Technology

Therapists also produce the paperwork that unlocks other supports. Functional capacity assessments, home modification reports and assistive technology recommendations often determine whether equipment, changes to a home or extra hours get approved.

           Goal Setting That Actually Sticks

Good therapists do not set goals for you. They work out what you want to do, then break it into steps small enough to measure, whether that is catching a bus alone or returning to part-time work.

What Therapy Support Looks Like in Practice

For participants and families, the practical difference shows up in ordinary moments. It might be using a modified kitchen safely, managing sensory overload at the shops, or building a routine that holds together during a hard week.

Therapy funding is drawn on across a wide range of disability types, including autism, cerebral palsy, intellectual disability, stroke and psychosocial disability. The goals differ, but the method of breaking a task into workable steps does not.

Behaviour support and exercise physiology often sit alongside it, particularly for participants with complex needs. Where the scheme draws the line, though, is funding supports that are not reasonable and necessary.

Therapy is not a magic fix, and anyone selling it that way should be questioned. Done well, it changes what a person can do for themselves, which is exactly what NDIS support is meant to achieve.
